I Will Provide Amateur Radio Communications for Kensett City Hall during Severe Weather Conditions and Local & Regional Emergency & Disaster Communications AS NEEDED if I am Elected Mayor of Kensett

I checked the FCC Amateur Radio License Database for Arkansas and then for  all of the United States. The current mayor, Allen Edge, does not have an FCC amateur radio license. He cannot provide amateur radio service as mayor unless he passes an FCC amateur radio license test before election day, November 6, 2018.

I am the only currently licensed amateur radio operator in Kensett, Arkansas. My Amateur Radio Extra Class license is KI5SS.

If I am elected Mayor of Kensett I will install my Kenwood TM-D710G VHF/UHF amateur radio in the Mayor’s office at Kensett City Hall.  I will also install my Flex Radio 1500, (HF & 6 meters) in the Mayor’s office  for HF Automatic Exchange Link (see also HF LINK) for digital communications for regional emergency and disaster communications, provided I get FCC’s approval and Kensett Town Council’s approval for both installations.

Both of my Kenwood radio and my Flex Radio 1500 are intended for (1) Arkansas severe weather communications with the National Weather Service in Little Rock (2) Arkansas Department of Emergency Management  and, (3) White County Office of Emergency Management, and (4) other offices of emergency management in the surrounding counties, and (5) including general communications with amateur radio operators on an as needed basis.

The Flex Radio 1500 is contingent on a vertical HF antenna because my current HF NVIS antenna of 3 parallel wires, about 65 feet square, may not have the space above Kensett City Hall.

If you are considering getting your amateur radio license then start at the ARRL. Join the ARRL. You will get the ARRL magazine, QST, with a membership. A mandatory purchase of the FCC Rules and Regulations for Amateur Radio ($7.95) is required for study for every class license. Then, when you are ready to take the selected class license test I recommend contacting the North Central Arkansas Amateur Radio Service in Searcy, Arkansas to schedule your test.

My False Conviction Case At The Kensett Court Going To The U.S. Supreme Court

PETITION FOR WRIT OF CERTIORARI for the U.S. Supreme Court.

My False Conviction case is going to the U.S. Supreme Court combines two separate subjects. The primary subject is my False Conviction of Battery immediately after I proved my innocence to the charge of Domestic Battery in the 3rd Degree. I characterize the Kensett Court as a kangaroo court in my appeal. The problem is that I am literally and factually INNOCENT. I am pushing the question: How many factually innocent people got convicted by Judge Mark Derrick of the Kensett District Court or the other courts in his circuit? (Bald Knob, Bradford, Judsonia, Kensett, McRae, Pangbun, and Rosebud).

The second subject is my attempt to revive my 2003 appeal to the U.S. Supreme Court for The Gold Standard of Second Amendment gun rights: National Open Carry.

My current appeal is 143 pages, including Appendixes. I printed 13 copies. The U.S. Supreme Court gets 11 copies. The Solicitor General for the United States and the Arkansas State Attorney General get their 1 copy each.

I take a new approach to the Second Amendment. I combine the Second Amendment with the Common Defence clause and the Privileges & Immunites clause to prove National Open Carry is a constitutional right.

In fact my appeal on False Convictions and the Second Amendment can be construed as two connected subjects because people do get falsely convicted for exercising their Second Amendment rights specifically and other constitutional rights generally.

I compare an excerpt from a speech by Frederick Douglass with current events proving that the more things change the more they stay the same. My appeal is an excellent read for that reason.

Is Kensett City Government Corrupt?

POLITICAL/LEGAL QUESTIONS

The most questionable practices in Kensett City Hall and Kensett District Court are Laura Ballentine and Christina Alberson holding two positions of employment.

(1). Can Laura Balentine be a police officer AND an employee for Kensett Water & Sewage Company in Kensett City Hall?

(2). Can Christina Alberson be an Assistant to the Mayor of Kensett AND be the Court Clerk for the Kensett District Court?

(3). Has there been any unprofessional conduct from Kensett Police Officers, Kensett City Hall employees, Judge Mark Derrick or Prosecutor Don Raney?

(4). How many people who were factually innocent but got falsely convicted by Judge Mark Derrick and Prosecutor Don Raney at the Kensett District Court?

I am gauging the level of corruption in the Kensett Government. I depend on the People of Kensett to help me make Kensett a corruption free zone.

Beginning in 2002 (after September 11, 2001) I became politically active in Washington, DC as an unrepresented civil plaintiff pushing the Second Amendment, Common Defence clause and the Privileges and Immunities clause of the U.S. Constitution for National Open Carry in the U.S. District Court for the District of Columbia and for the Eastern District of Arkansas. In 2003 I appealed my case to the U.S. Supreme Court, Hamrick v. President Bush (540 U.S. 940). My view of the Second Amendment was from a merchant seaman’s perspective. I was a U.S. Coast Guard radioman for 7 years and a merchant seaman for 19 years. I have traveled all over the world. I wrote several political poems on the Second Amendment as a merchant seaman and posted them on my blog. See April 2006.

If I am elected I will be your full-time Mayor. From what I have heard the current mayor, Allen Edge, works full-time at Rid-Out Lumber Company in Searcy. How much time does he put in as Mayor of Kensett?

If you are having any problems with Kensett City Hall, the Police Department, the Kensett District Court, or if you know of any problems with any infrastructure, chronic flooding, or with any employees of the Kensett Government then please contact me by email after you have reported your problems to the appropriate officials or contact me anyway. The more I know about issues with the Kensett Government the better I will be able to address the issues.
